A refurbished kickdown switch, it sits at the carburettor and senses when you press down on the gas pedal for example. an overtaking then it sends a current impulse to the gearbox which then receives it via a solenoid and forces the gearbox to engage a lower gear. Now, if the speed is not too high, then there will be no downshift, it is determined by a device called Governor and located at the output shaft in the gearbox, but that is another story.
Be careful when adjusting the contact so that the transmission does not downshift too early or too late.
Try your hand at it, or check how the old broken one is adjusted before you remove it.
